(3) electric heating users shall enjoy the off-peak electricity consumption preferential treatment from November 1 to March 31 of the following year each year; The discount period is from 23:00 PM to 7:00 am the next day.

(4) in the valley preferential period, without distinguishing between the quality of electricity and heating objects, 0.2 yuan/KWH (including the three gorges construction fund and urban public utilities surcharge) shall be charged; Other period of time according to its electricity * quality price unchanged.

(5) if all the electricity used for heating equipment of central heating is used for residential heating, the residential living price shall be implemented, that is, 0.44 yuan/KWH in non-trough preferential period and 0.2 yuan/KWH in trough preferential period; Contains the non-resident heating, may be according to the residential heating area and the non-resident heating area ratio after the allocation, the residential heating part of the implementation of residential living electricity price.

(7) the residents of the bungalow within the scope of the historical and cultural protection zone and the electric heating demonstration project designated by the Beijing municipal government shall adopt electric heating, carry out internal and external transformation and realize “one table for one household” by referring to the technical requirements of the transformation of power distribution facilities in Beijing and the simultaneous implementation of “one table for one household”. The transformation project shall be bounded by the property right demarcation point between the power supply enterprise and the user, and the power supply enterprise shall be responsible for the transformation project and fund of external power supply, distribution lines and power metering devices of the user beyond the demarcation point; The line within the dividing point (including indoor line) is solved by the property right unit, the resident user raises fund by oneself, the charge standard is carried out according to the price after the price branch of city price checks and ratify.

Ii. Implementation methods of preferential policies

(1) users who have adopted electric heating

1. The users who have adopted electric heating refer to the users whose electric heating equipment has been put into use before November 1, 2002.

2. The electric heating users of central heating shall go through the confirmation procedures at the local power supply enterprises; Household type electric heating users by the property unit or housing management unit unified to the dependency power supply enterprises for confirmation procedures

3. The power supply enterprise shall complete the relevant procedures within 30 working days after receiving the application. If it has been transformed from one household to one table and needs to be replaced with time-sharing electric energy metering device, the power supply enterprise shall replace it free of charge; If the power supply facilities cannot meet the requirements of electric heating, it shall be transformed, and the power supply shall be installed after the acceptance of the power supply enterprises.

(2) Users who switch to electric heating

1. The users who switch to electric heating shall go through the procedures of business expansion and installation to the power supply enterprises by the property right unit or the housing management unit. The transformation of household type electric heating should be carried out in accordance with the scale and plan by the property right unit or the housing management unit. The central heating user changes to divide household type electric heating, need to apply to area (county), city two level heat supply is in charge of the department apply for first, go through the formalities such as business expansion after approval.

2. The property right unit or the housing management unit shall, according to the actual situation, carry out necessary insulation renovation for the old house with poor insulation * to reduce the operation cost.

4. After the completion of the transformation, the property right unit or the housing management unit shall apply. After the acceptance of the power supply enterprise, the time-sharing electricity metering device shall be installed.

(3) users of electric heating in new buildings

1. In the process of planning, design and construction, relevant technical requirements and conditions for separate measurement of electric heating equipment shall be met.

(3) the relevant departments of the municipal government shall supervise the problems in the work of electric heating.
